About American Councils
Founded in 1974 as an association for area and language professionals, American Councils has focused its expertise on academic exchange, professional training, distance learning, curriculum and test development, delivery of technical assistance, research, evaluation, and institution building.

The AC Study & Research Abroad Department
The AC Study & Research Abroad Department administers overseas programs for undergraduates, graduate students, teachers and scholars in Eastern Europe and Eurasia. In addition to the Title VIII Fellowship Programs, the AC Study & Research Abroad Department administers study abroad programs in Russia, Eurasia, the Balkans, East Asia, and Southeast Asia.

AC Study & Research Abroad Staff: Title VIII Research Programs
Vladka Shikova, Senior Program Manager
Vladka received her M.A. in Russian and East European Studies from the University of Illinois at Urbana-Champaign. As a graduate student, she participated in the summer Russian Language and Area Studies Program in St. Petersburg. Vladka has been working in the Russian and Eurasian Programs office since January 2004. She administers the Higher Education, Outbound programs in Russia, Eurasia, the Balkans, Indonesia, and Taiwan. In addition, she oversees all aspects of the Title VIII research fellowships and program finances.

Emily Lyons-Ellison, Program Manager
Emily is responsible for the daily operations of the Title VIII Research Scholar Program, the Title VIII Combined Research and Language Training Program, as well as research and customized programs at American Councils. She holds a B.A. in Russian Language and Area Studies from Hobart and William Smith Colleges. Emily has studied abroad in Russia.

Marcus Smith, Program Assistant
Marcus assists in the daily operations of the Title VIII Research Scholar Program, the Title VIII Combined Research and Language Training Program, as well as research and customized programs at American Councils. He holds a B.A. in Political Science and Sociology from The University of Iowa. Marcus has studied abroad in the United Kingdom.
